Gladiator Hulk causing increased power gain for opponent when striking them

After playing with Ghulk for a couple days it's pretty apparent that the opponents power gain from being hit is noticeably higher.

After only two 5-hit combos the enemy has just about 1.5 bars of power. Is this intentional or a bug?
