Who to rank up ?

I have a 5 star phoenix and drax at rank 2. I have a medusa at 4 star rank . Other four star cosmic are useless. Now i have opportunity to take phoenix or drax to rank 3 or medusa. Which will i take? It will be my first 4 star rank 5 or 5 star rank 3.
