Sabretooth bug?

It says in his abilities that he cannot have more than 15 permanent fury buffs active at the start of a fight. But it clearly shows in the pic that he has 16. I couldn't get a screenshot later on but it reached 19 at the last count. Is this normal or a bug?18qw159tb71m.jpg
