Is Sentinel Bugged?

I have noticed that Sentinel is applying his debuffs from his specials even when I am blocking the attacks, his info has for his SP2 that it will apply incinerate when it HITS, i'm pretty sure Blocking isnt counted as hits

    I have checked Sentinel's info and can see that this does occur if he is at full analysis but this has been happening when he is around 50/60% charge so there is a definite issue here
