Going to Alliance screen pauses or hangs the game

I can load the game just fine. I can play the game just fine. However, when I go to the alliance page, all I see is this.
It happens about half the time. Sometimes the actual alliance interface comes up after a few seconds, but sometimes it is still there after several minutes. The game is completely stuck, I have to force restart it. It made it through the loading screen okay, which is where I would expect there to be connection issues.
This started after update 17. At least one of my alliance mates is getting the same thing.
