New enemy (Proxima) not a villain?

As it says, Proxima not a villain?
I was quite surprised by this. “Nameless” (chaos vision) is a villain, why isn’t Proxima?

They won’t nerf blade directly after the fiasco of the great pantheon nerf pre 12.0.

This is just an indirect nerf. Bring him to aq for the new enemies, not war. Make evil champs not villains for some reason. Probably the same reason doc ok and goblin are tech and not science. Expect more things to bring blade down slowly so they can avoid refunds, backlash and general discord amongst most of the players.
