Not able to evade

So when fighting against an opponent my champs seem to be locked in to the opponents combo and I can not evade during their combo even when they have a significant gap between their hits. Has it always been this way or is the evade bugged?
Consider when you are backed against the wall and you wanna evade, I can evade the initial hit however soon as I take a blocked hit then I'm locked in that position. And if I try to evade my champ will just drop his guard.
