I was planning to do Act 4 so I needed a Rank 4 level 40 champion..
So whom should it be?

I say Morningstar, great aq and utility champ who has good damage, and has 50% perfect block which can really help in a fight

power control is really one of the most important aspects of the game, You can take as long as you need to deal damage as long as you are good at evading while preventing opponent from gaining power.
