Modok Force Field Recharge Change?

Is this an unannounced/unintended change or a visual glitch due to some kind of rounding error?

Previously, Modok's force field recharged 0.8 seconds faster per alive champ on the enemy team

As long as this is being looked into, I think we would all appreciate a timer that shows the recharge cooldown, that way we don't have to guess when it will reappear. Unless it was intended to be that way of course
