Hulk Ragnarok’s Face me

It’s says hulk needs a passive damage over time effect to activate Face Me. I was fighting Morningstar in AQ today and nothing was happening. Is bleed not a passive damage over time effect?

Best way to tell is if it is a damage over time effect that does not trigger Willpower. Dorm degen, Meph incinerate aura, Magik Limbo are examples of this and the most common reasons people like Rulk in AW.
