just dupped my 3/30 4* starlord ,, sig 39 boost by a flat 28.94

my question is is there any benefit to the sig by ranking up since its not percentage boost

yes!!!!!! it is a stack of attack increase per count in the combo meter

It is still related to a percentage. They have just calculated the actual attack value and put it in the description so increasing the sig will still increase the amount of attack you get per hit. However, the amount you gain per sig becomes less and less for each level. For 4* champs, it really starts to drop off around the 40-50 level and I think sig stones can have a much greater benefit on a different champ. so I wouldn't put too many more in there.

On the same subject I awakened my 5* with the 12.0 compo gem and since then I've put 60 Sig stones into him.
At what point does the Sig level become an unnoticeable difference in the 5*?

5* champs do not work quite the same way. Since it goes to 200 it doesn't scale up as fast nor does it drop off as fast and doesn't flatten out like the 4*. mutamatt wrote up a pretty good read about 4/5 star sig level and prestige.

"Another important note is that this curve stays steep all the way to 200, and we know the signature ability curve is the same shape. What does this mean? It means that adding stones to 5* champs is always valuable from a prestige and performance standpoint. When 4* champs were king, people would stop leveling them at around signature 60. Because the curve flattened out at high signatures, stones didn’t really have the effect at high signatures that they had a lower signatures. The slope of the 5* curve decreases, but it does not flatten out in the same way as the 4* curve."
