Which 4 star champion should I rank up to level 4?

My only 4 star rank 4 hero at the moment is a Duped Rogue. I'm having trouble deciding who to take up next. I've read how good Scarlett Witch is but she needs to be duped and of a high signature level.

    Being unduped, I would favor Hulk. SW is hands down the best option if duped. The Hood is also a great option but requires a little more skill and patience to use properly.
