Rage buff bug

In uncollected monthly even quest the rage linked node in 3.1 clearly states that “every single hit has a damage cap of 2.5% damage...” however in many instances of DOT debuffs the damage is also capped which is not the wording of the buff. For instance with quake I am capped on my aftershock damage to 2.5% but this is not the wording of the buff. Video attached for proof of damag cap on quakes aftershocks. Two instances. The first with 13 charges and the second with 15 charges both registering only 1089 damage per tick. Please address this issue, thank you.
