I've noticed this a couple of times while fighting against Iceman. I've tried to bait out his special 2, then suddenly when I dexterity proc and evade back, he suddenly goes from 2 bars of power to 3 and Boom, unleashes his Special 3. I will try and get a video next time I fight him. Right now, this has happened in AW, Quests, and Arena.
