Are two stars worth maxing out?

I routinely rank up my 2* champs to get to the next milestone in the Level Up events if my primary rank-ups fall short.

Cheap and easy points and I always seem to have expiring Tier 1 Cats and ISO.

Currently have 40 of my 58 champs maxed.
