Points gap between the end of Gold 2 and the top of Gold 3

At the bottom of Gold 2 the points are 8.9mil but at the top of Gold 3 the highest points is 6mil. Where is everyone in between? Are they not listed or not there?

Gold 2 has more than 500 alliances in that bracket. I think it was 1500 alliances in that bracket; in any case the leaderboard is not showing all of them, thus the gap between the lowest listed Gold 2 alliance and the highest Gold 3 alliance.
