X23. 5*r4 hits the same as 5*r3

Hi all,
I’ve just taken 5* x23 from rank 3 to rank 4. Bleed damage increase but physical damage remains about the same as rank 3. 5*r4 x23 also hits about the same as 4*r4 medusa or 4*r5 blade both with much lower attack.
Is there something wrong here?
