Ghost Rider’s Fate Seal/Damnation not working properly

Has anyone else experienced GR’s Fate Seal/Damnation not nullifying or preventing buffs from activating? I’ve seen it vs Symbiote Spidey, Civil Warrior, and King Groot. I filed a ticket with support and was told

“Greetings Summoner,

Thank you for reaching the Kabam Support Team!

Blaze here and please let me assist you on your concern with your Ghost Rider's Fate Seal and Damnation.

As I checked my resources, I can verify that Fate Seal does not take away active buffs, it only prevents new buffs from applying during the duration. So it's not mean to nullify something actively on the opponent, just to stop it from appearing for that time. That's the difference between a Fate Seal and a nullification.”

Obviously this response is demonstrably false.

    Yep. It says ALL buffs, not ACTIVE buffs.

    I don’t think passives we’re ever nullified. Can’t stop MM spidey evade while they’re active either. They did this silent buff to sym spidey last month to make it passive and now it’s the same behavior as MM spidey to an extent.

    So they didn’t actually nerf GR, but made an indirect counter by buffing sym spidey. Not saying I like it though.

    Buffs are active. There are no passuve buffs.
    Ghost Rider vs Sym spider - You can't nullify his evade due to being a passive ability.
    Ghost Rider vs Civil warrior - For each armor up active on CW, your offensive ability accuracy is reduced by X%. Meaning that you will fail to apply judgements.
    Ghist Rider vs KingGroot - KG shrugs off debuffs at a cost of one fury buff. If you apply fate seal or damnation when he has fury buffs, he will shrug off the debuff right after the animation

    Against KG, hood’s sp2 properly nullifies all buffs CURRENTLY active, as well as fate seal
    I know hood’s sp2 debuff also has AAR of about 45%, but that don’t have to do with KG shrugg off as he lost all his fury as soon as he got fate sealed

    So in conclusion? GR is bugged

    Kabam's support team that answers tickets never seem to be particularly in sync with current game status. For instance, one of my alliance mates dropped a ticket about the AQ bracket drop, having not read the message put out that it was a bug and happened to everyone. Support had no clue either as evidenced by their response. I think this game is too complex at this point for some outsourced support contractors to effectively respond to tickets. And while I'm sure the volume of tickets must be immense, the majority of which are likely bogus PEBCAK type tickets, you really have to have folks that are actually familiar with the game and not trying to follow some flowchart.

    I use GR in AQ and fight Groot using him. It absolutely is supposed to nullify active buffs. Idk about the stupid "passive" nonsense, though.

    Some positive effects becomes passive, instead of buffs
    Take a look at sabertooth and you’ll get the idea
    As for why kabam introduced such thing, my careful guess is that kabam was trying to create counters to the nullifying and staggering champs
