Idea for a sig power for a future champ - Delayed Recovery

After a blocked or evaded special, some champs are safe from a counter. The signature ability would delay the recovery time of the champ after their special is blocked or evaded... sig level increases the delay.

I think this could throw a useful curveball into the mix.
