Loki/ Thor rags synergy not working

Loki is supposed to gain power up to 2 bars with this synergy. Just used him in arena and he didn't.

    Mine is awakened i have noticed this sometimes as well

    Well it's hard to say about anything right now. Had an arena fight where I lost a bar of power against YellowJacket randomly. He doesn't do that or have synergies that do it. The game is in bad shape right now, lots of weird things going on.
