Who should I rank up? Rulk 4* duped or Hulk 5* unduped?

I saved up 4 science T4cc and now struggling should I rank up 4* Rulk (sig 60) to r5 or Unduped Hulk 5* to r4. I like both the Rulk and Hulk if he is duped. Unfortunately, T2A is so rare that I have to be careful in ranking up the 5* to r4.
