Description of the Issue: Mephisto's soul imprisonment has a 100% chance to prevent buffs from activating for the 1st 15 seconds of a fight. In spite of this dexterity's precision buff activates against Mephisto during the 1st 15 seconds of a fight.

Just realized the screenshot I provided is doesn't accurately reflect the video contents because those stats are for a 3/30 Mephisto. What's important is Mephisto's soul imprisonment is designed to prevent active buffs from triggering, this is not the case right now.

DV gets a boost of 100% to his ability accuracy when Bro Dan is possessing him. It is that boost that is allowing DV to proc buffs. 100%+100%(bro dan)-100%(Mephisto)=100%
