    Just got Punisher 2099 I know he has very unique abilities but do people find it useful in the game ?

    Complicated champ to use but very useful
    He's not the best champ in game but he's useful in some ways. For example champs that use MD, if you mess up and have enough battery he can halt getting hit in the face by an SP3 and give you time to bait and not always get punished by a mistake. Heal Block is very useful also, the minus power gain is handy. There are other reasons. People kinda just suck when it comes to champs that require more brain power to use.

    Example is before 12.0 I was saying Voodoo was a god tier champ yet most people didn't even know how to use him to full effect until they had no choice but to find other god tier champs and learn him. Same with Hyperion back then also. (tho the old god champs were indeed above them).
