5* hood and stager/fate seal questions

Ok so i pulled a 5* hood, and I was pretty excited, but I'm also a little confused. What all can stagger and fate seal prevent? I tried him against hyperion and was able to prevent power gain. I tried him against magik but it did not work on limbo. I also noticed I could not prevent sabertooths regen. So what all can stagger actually prevent ??

Ok cool beans thanks for the reply. I guess if it was all beneficial effects then hope would be the ultimate counter for everything.
