Intercepting is (still) broken

This video was taken yesterday from Alliance War. When slowed down you can see that Dr. Voodoo started a medium/dash attack before Mordo landed his medium/dash attack. This means that Dr. Voodoo should have intercepted Mordo's attack. That was not the case with this fight:

Intercepting has been bugged or broken since Act 5.4 dropped last December. I've posted videos supporting this for months, other players have too. Can the community get an announcement on why there are times when intercepting mechanics unfairly favor the AI? Here are other examples I've previously posted:
Labyrinth of Legends (May, 2018):

Alliance Quest (April, 2018):

That's true if you use light attack to intercept. As long as you start a medium/dash attack after the AI starts their attack and before the AI hits your champion your intercept should land. I can't remember a post on the forum where a moderator said intercepting success is contingent on different champions' attack animations. See the 2nd LOL video for a better example.
