Gifting

I just tried to send a friend some refills and I got a message saying gifting was temporarily disabled. Is this correct ?

I sent a couple of things a few hours ago..
No problem..
Not sure about now though..

It may have been because he's not in my friends list and neither of us could connect on friend request
