Order to Rank Up: Act 4.3-> Uncollected

I need help with the order in which I should rank up the following 4*/5* in order to progress. I still haven't formed a single t4cc they are so hard to come by. The t4basic catalysts haven't been very easy either so Id like tips on how to acquire those as well. Thanks in advance!

    Also rank up that gulk, archangel, wolverine, and Luke cage before ranking void unduped.
    In your case you should rank up in this order:
    Starky
    Wolverine
    Archangel
    Gulk
    Luke Cage
    Void
