Why Domino still stopping Dr Voodoo's initial Regen?

It’s an ability. Domino passively reduces ability accuracy at the start of the fight, which is when the regen triggers
Therefore, it makes sense that she will sometimes cause it not to trigger

Actually, it states in her abilities that her ability accuracy reduction does not effect abilities that trigger at the beginning of the fight, and since voodoos regen occurs at the beginning of a fight, it should not be affected.
