Rank up 10 3* champs. How can this one be done if you have all the 3* champs maxed out and only 2 new champs on the radar. That’s only 8 rank ups? Will I have to rank one 3* up 2 times delete it then win it again?

Yes. And each levelup counts as 1 for Objective, so 9 levels going from 1/1 to 1/10 counts as 9.
