Omega Red and evade champs

I read somewhere that Omega Red is able to stop evade champs from evading.
Is this correct?
I see nothing in his abilities that says it and I just fought spidergwen in act 5 and she evaded like crazy.

Was what I read incorrect or does he need a particular mastery build to reduce ability accuracy?

    I thought not but he can stop champions like agent venom shrugging off debuffs though right?

    I know. I'm just trying to confirm what he can/can't do.
    I just awakened and took him to 5/65 so playing around with him
