Fighting VTD on first pass and he keeps regen’ing? What gives please help!!!

Mods isn’t he not supposed to regen?

    He doesnt have regen stored but he can get it on his new buff each time. So he wont regen after getting his buffs back after specials but has a chance to get regen each time his timer hits for a new buff to proc

    So basically, if you cant immediately nullify his regen if he gets it you pretty much just have to quit
