Could someone explain the rules to determine the AW tier and move between 2 tiers in AW ?
- only during season ? only when the season is over ? both ?
- depending on alliance AW power ?
- depending on alliance index of power ?
- depending in prestige ?

They are by overall % rankings of your ally's WR Rating compared to everyone else (the % breakdowns can be seen on the War screens when loosing at the different rewards per Tier).
When you are close to a border between tiers, and happen to get matched against an ally just on the other side of the border, the actual Map used (for both sides) to play on is basically decided by a coin-flip by Kabam. But each side should still get their own Tier's Rewards (not the Tier Map that maybe they get put into in a case like that).
Since Tier is based on War Rating, you can potentially move UP/DOWN in Tier from any Win/Loss of a war, this includes both IN-SEASON and OFF-SEASON. Note, WR is locked during Off-season ONLY for those in the very Upper Tiers (but that doesn’t necessarily mean that if you were on the border between locked/unlocked, an ally from just below that who does still get an increase in WR might jump above you and then push you down to the unlocked tier for next war).
Note, a TIER is different from a MEDAL POINT RANKING (Gold/Silver/etc). One is by % of WR, other is by current in-season (and end of season) POINTS and has fixed amount of ally's in each Medal Bracket.
Lastly of your questions, Tier # and/or Medal Point Rankings are NOT based on Alliance Rating or Alliance Prestige. And do not affect whether you move Up or Down.
If it is solely based on War rating, does the alliances which don't have any members but has a higher war rating occupy slots in the respective tier? In the alliance leaderboard just in the top 10, there are basically 5 allainces that have almost no members and I assume they are not playing any AW during the season, so their war rating would stay the same and they stay at top tiers, potentially taking the spots from ones below?
They would NOT be occupying Season Standing slots (Medal based) because those are by actual in-season points. Just the TIER slots.
However I can see a problem with counting such “swapped” alliances in the Tier % slots because very top-level ally's can artificially create more “distance” between them and those below them (by having their Shell alliance WarRating be inbetween them and those below). And causing some of those ally's below to maybe be pushed down into the next lower TIER, and getting a lower Multiplier, thus keeping the higher alliances with their higher Multiplier ahead of the others all season (because of Multiplied Points).
