G2099 interaction with Dulled

The Dulled node is supposed to reduce crit rating for each buff on attacker and debuff on defender. G2099 doesn't normally hit crits, but she still has a crit rate for degen debuffs. Under a Dulled node, her immediate rating should be 263 (50% of 525) from the 1 armor up buff. Instead she behaves as if her rating was 0 and procs 0 degens. What up with that?

    That's what I'm saying. It shouldn't become 0.

    It's not 0, but it's a lower chance. Do you have proof that she isn't applying it at all

    I wasn't recording an entire path out of the blue for no reason. 0 degens and 1 actual crit that shouldn't have happened after a KO hit (I assume some assassin weirdness there. Who knows?). It was the Dulled path of the UC EQ.
    Even if I only hit them 10 times each fight (it was much more due to no degen), the odds for there to be 0 degens over the entire 6 fight path is
    (1 - 0.11)^60 where her rating is 262.5 or approx 11% which is 50% of normal due to her 1 buff.
