Phoenix VS. Warlock: Infection or no infection??

See, Warlock's passive infection that last 20 secs begins when he has 20 Tech Virus on the opponent, in this case, on me.
For every buff you have, the passive infection duration has 6 secs less.
I've used Venom and his numerous buffs ignore the activation of that passive infection even before it gets activated LOL
But that is NOT the case for Phoenix tho..Her Fury buff that I had even 10 at one time, did not reduce the passive infection duration.... Basically the passive still activated.
Has this bug been mentioned before?
I don't have access to PC/laptop, so for me to search related bugs just by phone is quite difficult and time consuming.
Please help and please fix this as it's clearly a bug
