Is it possible to bring back the champion rank down option which the game used to have before...?

If you want them at a lower rank you’ll need to sell them first.

The game never used to have them except for special circumstances like 12.0 and once during a Xmas event.

You will have them when a champion gets reworked (apart from making them better) or nerfed.
