  Don't know cuz in the official post, KABAM said "That is 22,500 Artifacts per month"
  
  So I assume that's the total amount per month you will get.
  
  It is lesser than the current one.

  Then there is Tier rewards.
  Those in Tier 1 can collect Artifacts from Sector 6 & 7 that is 11,700 Artifacts.
  
  It means in total you can get 31,500 Artifacts per months.
  
  The new proposed Incursions on September 4th, is said to give 22,500 Artifacts.
  
  That is lesser amount or is my calculations incorrect?

  Incursions run on 7-day cycle.
  Haven't gone through the announcement yet on Incursion changes.

  My bad. 7-day cycle.
  
  I think my calculation was incorrect.
  There is an increase of Artifacts.
  
  The 22,500 Artifacts is from milestones alone.
  I swear they should specify it a little more detail next time.
