Well it does seem that way. She is high risk, high skill and low reward.
Just cant find any scenarios where One would use her over any Mystic champions. She has no immunities and counters nothing.
In Deep dive, they said she counters Thing. But its way too risky. You cant always look at the debuffs at the top and if you are late by a second, you trigger his unstoppable.

He looks cool just like her. But not practical. Just high skill cap with decent dmg. But so many champs with similar dmg and low skill
