Is 640k points enough for 3 star arena? Also I am confused why 3 star arena is giving 4 star pick-a-hulk crystal for top 10% when it normally just gives a 3 star crystal/champion

They are 3* Nexus crystals, not 4*.

Also, 640,000 for what? If you are trying to get top 10%, You should go for about 850,000+.

it doesn't say 4 star

It literally does, unless in beginner bracket (which is what I am in since I am grinding on my alt) the rewards are better.

probably not, the 3 and 4 star arena for hulk that veterans have is also not visible for me so I doubt it

I think you get that same crystal for completing milestones. Tbh the extra shards are not worth the extra grind time.
