Thor Ragnarok power gain bug

Trying to understand why an L3 doesn’t stop Thor Rags power gain. The description says nothing about an L3 not counting. I know it’s been like this forever too, so what am I missing?

Not sure I’ve seen one where the animation leaves them standing. If that’s true, it’s just stupid. Lol

if that were the case Corvus could tank sp3's at the cost of only 4 glaive charges
