unlocked liquid courage in masteries

I unlocked liquid courage in masteries, but it's 1/3 in red. Shouldn't it be green like precision?
Tried searching for information for this and found nothing to explain this.

    You will need to unlock each rank on it

    So if I unlock liquid courage to get to 2/3, it'll turn green right or it doesn't matter what color the number are displayed in?

    It will stay red, and you will have to unlock the third level afterwards.
    After that, you place that last point and it becomes green
