The alliance base would be just a pre decided map for AW defense. Nothing much else.
In other words, officers and leaders can move around all five of the defenders each alliance member places. This wouldn't have to be done every war as the positions would be pre determined via the base.

I don't understand your second paragraph, we can already do that.
Also, What happens if someone doesn't place or you only run 1 or 2 bgs with rotating people so people get off time? No way I'd want my champs locked into a predefined war if not required to participate.
