Ability Power rate vs Combat power rate

what is the difference between Ability Power rate and Combat power rate ?

I recently took my ihulk to sig 200 hoping pertify from his awakened ability allows me to play more aggressively without worrying about opponents going to sp3...but boy was i worng his petrify didn't effect power gain rate when i attack into opponents..i thought ability power gain meant their ability to gain power by any means including combat power..what am i missing?

Ability power rate - usually powergain buffs. Like the one Hyperion gets. This one IS affected by Petrify

Combat power rate - the power opponent gets from being hit&hitting you. That one IS NOT affected by Petrify.

Combat power rate gets reduced by suppression ihulks sp2 and ability power gain ie power gain like strange or the power gain symbol are affected by petrify
