My Punisher 2099 did fairly quick work with the Bishop in the side quest. Not allowing him to even reach an sp1 does magical things for one's survivability.

I've had pretty good success with buffed ultron.

he reduces incinerate timer if you happen to get one on you, and he doesn't make bishop bleed but instead inflicts degen.

kingpin will just die of degen for purifying debuffs

Quake with Heimdall synergys. Bring the fury and precision synergys. Then play quake and shake and you'll have 3 buffs at all times.

None of the above mentioned can counter variant 5 Bishop because you cannot bring them in the quest.
