Normal and Heroic EQ Energy Cost

Why are normal and heroic difficulty energy costs so high? For example it costs 60 energy to complete one path in the first quest of the third chapter. Most players who are completing normal / heroic difficulty are barely level 30 possibly even less. Meaning it would cost multiples energy refills to complete one path in the later chapters.
It just seems like a bottleneck for lower ranked players who don't have the same energy pool as endgame players.
