Does Mysterio (with Peni synergy) become as amazing as Cable (with Apoc synergy)?

Cable became a high dps champion through his synergy with Apoc (not Horseman). The boost to his damage had the added effect of making his other utility actually seem useful, making him overall an extremely good champion.
Mysterio theoretically gains a similar ability through his synergy with Peni. Mysterio always had interesting utility, but his kit seemed kind of clunky in a way that the damage pay off wasn't worth it. I am wondering if the Peni synergy smoothes all that over.
I don't have a Peni yet, so can't test it out.

For example (I am using random numbers), Cable was a 3/10 without synergy, but became 8/10 with synergy. Does Mysterio (he was probably 4-5/10 in my eyes) get boosted similarly to reach 8/10 or higher?

With peni 8.5/10
The dps is amazing especially with Frenzy gas (this is locked behind sp3)
Both are neutered by robots
Many champs are poison immune....
No one is immune but some champs are resistant to degen
Both need 1 synergy to unlock their full potential
Overall cable still has an edge in damage
Don't sleep on Mysterio though with or without peni he is still worth a slot in quests

I start by doing MM to build the chemical charges, then spam heavies while I build up to sp3. After I throw the sp3 is start doing MM combos again to get to 3 charges and then just spam heavies. If you get the opponent in the corner you can stack up to 3 poisons. After, that it becomes really tricky to keep them more than that. Nonetheless, without boosts, no suicides and only the Peni synergy, at 3 stacks of poisons he does: ~6136 per second without frenzy, and ~24552 per second during frenzy.
That's just the poison damage, mine was doing 11k on mediums when they crit after triggering frenzy. AAR immunity comes in handy too.
Without Peni: 6/10
With Peni: 8/10
I put sig stones in him since he was my first tech to get awaken.
Here are my other techs champions:
He can do some very nice damage for sure, without sp3 fury it's not really like cables damage but after sp3 fury it's far nicer than cables damage - having both mysterio and cable at r3. I'd still pick cable over mysterio for a lot of situations, but for big health pools mysterio is really really nice.
