    did you have to be lvl 40 before the event started or can you hit 40 during the event and get the badge?

    You can do it now and get the badge.

    It's tedious but just put on a xp booster and do act 4 lanes.

    even then you wouldn't be at level 40. I did it on my alt and got to level 32

    Yeah act 4 or above to gift and lvl 40.
