Falcon Cruelty Not Triggering

While in Recon mode, I don’t appear to be gaining the indefinite cruelty upon the opponent’s evade failing. I noticed this in both the Cav monthly EQ and the legendary side event.

This can be easily replicated as well when practicing against someone who evades normally, such as Wasp.

    Are they stunned while you’re attacking? Because Falcon won’t gain cruelty while the opponent is stunned
