5* or 6*? Wouldn't use an r2 gem on either as a 6* unless KGroot was awakened. KGroot needs that awakening. VP is pretty decent now, but so many other cosmics still out there that IMHO are better overall or for specific content, that if you only have 2 options right now, my guess is your roster has lots of room to grow. If we're talking 5*, then I wouldn't hesitate with VP since his buff.

Kg doesn't need high sig.. 60 sig is enough
