Archangel vs Kang 7.4.6. Bug or not?

Tell me please. The Archangel can, with his ability, prevent the activation of the Kanga phases in 7.4.6, that is. After finishing phase 1 or 2, Kang starts the next one with 1% health. Hence the question, is this a bug? Or is it provided for?

    Idk I was using Ultron in my last run and he went to phase 3 and then again reversed back to phase 4 so not sure what happened there

    Not the same, but another fun interaction that caught me off guard (but makes sense)...

    Venom was a monster for my 1st run with a good amount of buffs and bleed debuffs and everything went according to plan. Naturally I brought him for the next run and ran into an issue when I burst Kang down to 17% but the wounded timer ran out so I had to start building charges and found that I couldn't because of his True Strike. Only option was to quit out and bring someone else in to finish him off since Kang could not evade him.
