It's just one of those that purposely narrows your options, use someone with decent regen buff chance even though they won't benefit from the regen, and keep distance at the 10/11 secobd marks to stop them getting the regen themselves. But yeah, a strange one for sure solely to narrow champ options but can be managed with intercepts as every 12 seconds you'll get a regen either way.
